Sanya Low-Carbon Smart Energy Comprehensive Utilization Haitang Bay Demonstration Zone Regional Centralized Cooling Project
In Sanya, Hainan, CF Energy has partnered Electricité de France (), one of the Fortune Global 500 companies, to establish EDF Changfeng (Sanya). Together, they have invested in the construction of the "Sino-French Haitang Bay Low-Carbon Smart Energy Comprehensive Utilization Project," planning an investment of 1.26 billion yuan to provide centralized cooling services to public buildings within an area of 112 square kilometers at Haitang Bay. In 2018, under the witness of Chinese President Xi Jinping and French President Emmanuel Macron, EDF CF and the Sanya municipal government signed the "Sanya Low-Carbon Smart Energy Comprehensive Utilization Haitang Bay Demonstration Zone Project Cooperation Declaration." In September 2021, the first phase of the project was completed and began operation, already providing cooling services to some hotels in Haitang Bay.
The project utilizes a variety of technologies including natural gas trigeneration, ice storage cooling technology, and ultra-efficient chiller units. By employing large-scale, intensive units and more efficient backup capacity management schemes, and introducing the energy internet powered by big data and artificial intelligence, it manages production and supply based on demand side requirements. This enhances the overall energy efficiency of air conditioning systems in the Haitang Bay area, significantly reduces energy consumption, cuts down carbon dioxide emissions, and helps in peak shaving and valley filling for the power grid.
Upon completion, the project will bring significant social and environmental benefits.
Social benefits: Centralized cooling will increase the variety of municipal facilities in Haitang Bay, enhance urban quality, improve the urban environment, and eliminate problems such as noise and drift from cooling towers caused by existing independent energy stations built by users.
Environmental benefits: When the project operates at full capacity, it can annually save about 109.41 million kWh of municipal electricity, equivalent to saving approximately 28,000 tons of coal per year. Calculated using the emission factor of Hainan's coal-fired power plants, it can reduce carbon dioxide emissions by about 76,000 tons per year and cut down about 10,000 kW of peak electricity load. This will effectively improve the air conditioning energy efficiency ratio of buildings using cooling, reduce their energy consumption, and decrease the total energy consumption and pollutant emissions in Sanya city. It plays an active role in helping Sanya meet the national and provincial energy conservation and emission reduction targets and contributes positively to Hainan's goal of building a civilized ecological island and achieving "dual carbon" objectives.
Meishan Economic Development Zone New District Energy Comprehensive Utilization Project
In May 2018, CF Energy registered and established Meishan Hengtai Tianyuan Energy Co., Ltd. in Meishan, Sichuan, to construct and operate the Meishan Economic Development Zone New District Energy Comprehensive Utilization Project. The company plans to invest 180 million yuan to build an energy station and supporting pipeline network to provide cooling, heating, and electricity supply services to enterprises within a 36 square kilometer planning area of the park. The first phase of the project started operation in March 2021, with a steam supply capacity of 61 tons per hour.
The Meishan Economic Development New District Energy Comprehensive Utilization Project will continue to make efforts in promoting energy conservation, emission reduction, and green development. By producing clean energy efficiently, the operational first phase project, compared to traditional heating, can save approximately 26,200 tons of standard coal per year, reduce carbon dioxide emissions by about 68,600 tons per year, sulfur dioxide by about 222.7 tons per year, nitrogen oxides by about 187.1 tons per year, and particulate matter by about 393 tons per year.
